fix: standardize oxlint flags in ember and deno packages

- Update ember's lint:js script to include OXLINT_TSGOLINT_DANGEROUSLY_SUPPRESS_PROGRAM_DIAGNOSTICS=true and --type-aware flags for consistency
- Rename deno's prefix hook to prelint:fix to match the renamed lint:fix script
