Update parent to pom-scijava-base 11.0.0

This improves several things:

* Removes the jigsaw profile, fixing JPMS support in Java 9+.
* Updates scijava-maven-plugin to 2.0.0, fixing some major bugs.
* Updates kotlin to 1.3.72.
