The CLI and the UI ran the same loop written twice and only the CLI checked the budget or recorded usage, so a session held entirely in the desktop app spent tokens no ledger saw and no ceiling could refuse -- while the README claimed the allocation is checked before every turn. The Stop hook's usage half is deleted: it read a field the payload does not carry, appending an all-zero row per turn, and would have double-counted the moment an SDK release started populating it. **Money that no ceiling could see.** An unpriced flavor booked $0.00 at collect; it now falls back to the estimate and records why. The smoke cost cap was checked against the spec's own `smoke_cost_usd`, so a smoke on a $4.13/h flavor billed $0.69 against a $0.50 ceiling -- the wall clock is clamped to what the rate affords, and an unknown rate is a refusal. Voyage embeddings recorded `unit="credits"` with no `credits_usd`, making corpus ingestion free to the one ceiling meant to bound it. **The report gate verified the wrong artifacts.** `check` read `claims.json` but the PDF prints `claims.tex`, so editing one macro published a fabricated number; citation provenance was the *string* `gradsource = {corpus}`, which is one line of BibTeX to type; the "a number typed into the prose fails the check" rule did not exist; and `--skip-check` was hidden with SUPPRESS from an agent that reads source.
