PWGCF: Update task multiparticle-correlations-ar (#1114)

* Feat: add skeleton for Task multiparticle-correlations-ar in PWGCF/MultiparticleCorrelations

* fix: template helper function for filling control histograms

* Feat: implement comments from previous PR

- template functions to reuse them (i.e. reco and sim)
- implement cuts in form of filters for more performance

* Fix: filter events inside the process function instead of using filters

* Feat: add support for calculation Q-vectors

* Fix: Implement comments from PR

- rename Enums for better readability
- Change Survive{Event,Track}Cuts to remove unnecessary flag
