Fix GitHub action for R CMD check (on commit/PR)

@janaobsteter is asking a valid question on why do we want this GitHub action if we have various "badges" in the README.md!

The point is that these "badges" don’t really trigger anything upon a commit or PR, hence why I would like to have the GitHub actions as a primary port of testing upon commit/PR

So - these badget do have github Actions behind them (some of them) - but some of the files were removed somewhere in the process.

For example, for checking the build, there is a badge in the README that says
[![R build status](https://github.com/AlphaGenes/AlphaPart/workflows/R-CMD-check/badge.svg)](https://github.com/AlphaGenes/AlphaPart/)

However, this file workflows/R-CMD_check.yml was removed. It can be added back with usethis::use_github_action(), will create a PR.

The actions should be in .github/workflows and what triggers the action is defined in the .yml file. For examples, at the very top of the R-CMD-check.yaml should be something like:

on:
  push:
    branches: [main, master, devel]
  pull_request:

name: R-CMD-check.yaml

which means this will get triggered on every push to the specified branches.

This is clearly working - got several e-mails showing the recent error in devel branch as shown here https://github.com/AlphaGenes/AlphaPart/actions/workflows/test-coverage.yaml, so happy to close this issue. Thanks @janaobsteter !
