Default Answers not Displaying

The NERC Template has some tables as default answers for their last two sections of the template.
Upon creating a plan, these do not get pre-filled as answers and displayed to the user.(edit plan page)

Also tested by adding default answers to other plans, but none displayed.

Tested on NERC template and tables are showing where they should. Closing out.
