If system locale is not supported by HTTPS Everywhere, defaults to arabic #1729

In 68340e0, I ordered the locales alphabetically. Per user report in IRC, if locale is not in the supported list (e.g. nn_NO.utf8), Firefox will just choose the first one, which is now Arabic.
