ee shell in html site should drop to nginx container

When we create an HTML site in ee, it is not possible to run ee shell command on it. It throws an error. Instead, it should drop into nginx container of the site.

ee site create example.com
ee shell example.com
Error: example.com site does not have support to launch php shell.
