Adds a top navigation bar to the README, as requested, matching the design of the shared mockup.

Five for-the-badge shields under the title (same style family as the existing License/Pipeline/Status/Objective badges), each linking to a real target:

QUICKSTART green #quickstart
RESULTS red executive-summary.md
METHODOLOGY blue #how-it-works
CONTRIBUTE purple CONTRIBUTING.md
DISCUSS dark Issues tab (../../issues)

Notes on the two buttons from the mockup that were adjusted:

  • DISCUSS points at the Issues tab because GitHub Discussions is not enabled on this repo (a /discussions link would 404).
  • CITE was omitted, since there is no CITATION.cff or citation section to link to yet.

Discuss) as for-the-badge shields under the title, matching the existing
badge style. Links point at real targets: #quickstart, executive-summary.md,
