Update Sandy split_explicit case for depth-averaged approach

The current Sandy implementation does not have depth-averaging applied via strong vertical mixing, which will increase the accuracy of the results as compared to observations for the existing Sandy case.

This is a stub to motivate a small PR for this update based on recent testing.
