Describe the bug
Since the latest KB5065789 on windows 11 24h2, i had to manually assign shortcut (customize start menu tab), explorer open after about 10 seconds and freeze, if i move mouse cursor to the taskbar, explorer work and freeze again, happened on 3 computers.

To reproduce
1 openshell parameters
2 customize start menu tab
3 create a new custom item
4 try to assign shortcut or link to a file
5 explorer won't open
6 move mouse cursor on taskbar
7 explorer work again
8 try to point to a other folder and freeze again
9 move cursor mouse and no more freeze, and freeze again
