Process Capacity Planning/Management

Need to be able to manage total capacity with process runs.

Adding Cluster and ClusterProcess table objects, to track clusters used for load balancing or capacity management.
Will need to add to the CLI the ability to associate processes to clusters (similar to Process Dependency).
Should we also add option for collecting cpu/ram utilization stats and storing them? I'm thinking yes.
Need to also add process halting in the event capacity is reached of the processes' cluster (if set).
