Handling Process Dependency failures

Need way to put dependent process 'on hold' status until failure is resolved.

Need to add new process status 'on hold'. Need to add new config value - max_sequential_failures. Process will read from process_tracker the number of failurres from the number of runs back equal to the max_sequential_failures. If the counts match, the process gets put on_hold status until the failure(s) are resolved. When process kicks off and it's previous run is "on_hold" then it will die and record itself as "on_hold". Only when someone manually changes the process status to complete/failed will the process run again.
