Encryptable data store passwords

Need to have the ability to encrypt data store passwords. This way they are not stored in plain text in the config file.

This will be a new CLI feature as well as added encrypt/decrypt functionality within data_store.

Code implementation is NOT cryptographically secure. Only masks the password so that it's not super obvious in a config file.
