Process Dependency handling

Need to add the ability for ProcessTracker to check for dependencies and if they are in a state to block the process from running.

Am adding basic dependency management. Need to see how it is used before advancing the capabilities. For instance, what happens if a dependency hasn't run in a day? a week? How about if the dependency has been failed or running for that long?
