The regex [=-]+ incorrectly matches mixed runs like '=-' or '-=' which are not valid Setext headers (only = or - alone are valid). Fix using (?:[=]+|[-]+) to match only homogeneous runs. Fixes issue Python-Markdown#1604

[=-]+to(?:[=]+|[-]+).Test
