[ENHANCEMENT] Allow disbabling auto-approved for Todo lists

Recently the ability to disable Todo list autoapproval was removed from Roo: #10062. I used to disable autoapproval, because without it then Todo lists get populated with many steps that I do not need. Could you re-enable the ability to choose whether autoapprove is on for Todo lists?

I've analyzed this issue and here's my proposed implementation plan:

Summary: PR #10062 removed the alwaysAllowUpdateTodoList setting, making Todo list updates always auto-approve when auto-approval is enabled. This plan restores the toggle to give users control over this behavior.

Changes required:

1. Type definitions (packages/types/src/global-settings.ts):

   • Add alwaysAllowUpdateTodoList: z.boolean().optional() to the global settings schema
   • Add it to EVALS_SETTINGS with value true to maintain backward compatibility for evals

2. Core auto-approval logic (src/core/auto-approval/index.ts):

   • Add alwaysAllowUpdateTodoList to the AutoApprovalState type
   • Update the updateTodoList check (line 144-146) to conditionally approve based on state.alwaysAllowUpdateTodoList === true instead of always approving

3. UI components:

   • Update AutoApproveToggle.tsx to include the alwaysAllowUpdateTodoList toggle with icon "checklist"
   • Update AutoApproveSettings.tsx props and pass-through

4. State management:

   • Update useAutoApprovalState.ts and useAutoApprovalToggles.ts hooks
   • Update ExtensionStateContext.tsx to include the new setting

5. Backend provider:

   • Update ClineProvider.ts to handle the new setting

6. i18n translations (all 18 locale files):

   • Add translation strings for the Todo toggle label and description

7. Tests:

   • Update relevant test files to cover the new setting

Behavior:

• When alwaysAllowUpdateTodoList is enabled, Todo list updates auto-approve
• When disabled, users will be prompted to approve Todo list updates
• Default value will be undefined (disabled) to restore the original opt-in behavior
