docs(AGENTS): local gate is the merge gate; main requires no status checks

Owner decision 2026-09-06 00:56 UTC: required status checks removed from main protection so PRs merge on a passing local gate instead of waiting for CI. This records the rule: run the full gate on a branch containing current origin/main, paste results in the PR body, merge, then watch the post-merge main run and fix/revert on red. Force-push and --admin remain forbidden.
