ZJIT: Compile VM_CALL_ARGS_SPLAT

reminder to fix the support reverted at ruby#14565

It should be tested with binarytrees, graphql, graphql-native, hexapdf, mail, and ruby-lsp on ruby-bench.

The splat test in the PR

seems to work fine with and without the unhandled_call_type line commented out:
