chore(deps): promote soaked exclusions (2026-07-23)

[github-actions]

Daily dependency maintenance via the /updating-daily skill: promote soak-cleared minimumReleaseAgeExclude entries (7-day minimumReleaseAge window elapsed) and reconcile the lockfile. No npm bumps.

Both promoted entries hit their removable: 2026-07-21 date, so their soak bypass is now dead weight and removed. The lockfile needed no change (resolved versions were unaffected).
