Analytics opt-in missing from RC4

Description

Installing and running CLI 8.0.0-rc.4 does not trigger analytics opt-in.

🔬 Minimal Reproduction

Setup new machine. Install Node 12 (nvm).
Install yarn.

ng global add @angular/cli@next
ng new my-app
cd my-app
ng build

None of these commands trigger me to opt-in to sharing information.

I tried running commands with debugging like this:
DEBUG=ng:analytics:command ng build

But didn't see any additional output.
