feat(console): keep migrated teams on the new Console

Summary

• Redirect migrated workspace pages to the new Console login and keep workspace actions behind authentication.
• Proxy standard inference and model-list requests before legacy processing, preserving keys, streaming, and client IP.
• Leave Go, anonymous traffic, and unmigrated workspaces on the existing path.

Validation

• Pre-push typecheck: all 30 tasks passed.
• Targeted lint, formatting, and diff checks passed.
• No tests added or run, as requested.

Rollout

• Destination GET /inference/openai/v1/models must be available before enabling forwarded model-list traffic.
