Staged and unstaged change lists should both be visible, even if there are many changed files

This is a tricky design problem, but I found it really confusing staging changes from the unstaged list and not being able to see them appear in the staged list. I re-created the experience in the animation above. I think we should probably use flexbox to ensure both lists are visible and scroll them independently, but I'm open to ideas from @simurai.
