Adds RELEASES.md documenting the bootc release process including versioning, automated workflows, release assets, and stability guarantees. This is an initial draft with some policy questions marked for maintainer input (support horizon, backporting, release branches). Adopts containerd-style approach: roadmap items tracked through GitHub issues and milestones rather than a static document with owners and timelines. Keeps strategic direction as brief narrative paragraphs. Removes Owner/Status/Target fields per CNCF project conventions.
