Mind issue codefly-dev/mind#369 requires semantic ingestion through Codefly Tooling. Add a Gateway GetSemanticIndex RPC scoped by CodeUnitTarget. Bind the selected production agent, invoke its Tooling GetSemanticIndex capability, rebase unit-relative paths to workspace-relative paths, preserve typed COMPLETE/DEGRADED/NOT_ATTEMPTED outcomes and failures, and classify the request as read-only/retry-safe. Verify with real generic and language agents; no language allowlist in the Gateway.
