Release the promotable Kubernetes manifest contract

Problem

Issue #101 merged the versioned ephemeral-local and promotable-GitOps Kubernetes output contract at c26256b, but the newest published v0.2 tag is v0.2.50. The current CLI and official service-plugin releases therefore still compile against pre-contract Core versions.

This blocks end-to-end qualification in codefly-dev/mind#216: there is no stable Core version that the CLI and plugins can pin while exchanging the output profile, secret-reference map, and returned profile identity.

Acceptance criteria

• Publish the next v0.2.x tag from a commit containing c26256b.
• Verify the tagged generated builder API contains both output profiles, Kubernetes secret references, and the returned output-profile identity.
• Verify downstream Go module resolution retrieves the tagged contract without a pseudo-version.
• Record the released version on Define a secret-free restricted Kubernetes manifest contract for official plugins #101 and codefly-dev/mind#216.
