Let `databricks aitools` install skills to neutral `.agents/skills/` folder

I would be great if databricks aitools could just install/update skills inside projects in vendor neutral .agents/skills/ folder.
Most people use multiple different agents at the same time and most check this folder for skills by default.

Currently the cli only installs skills into vendor specific folders and you need to choose agent(s) explicitly.
