Summary
Adds DMS as a supported backend for direct deployments.
Known bug
acceptance/bundle/dms/empty-grantsdocuments it: emptying a grants node records a succeeded UPDATE with no state, which the service rejects. That test isCloud = false; the fix (record an update carrying the emptied state instead of a delete) is pending.
