Description

Organizations need to define workflows around documents (e.g. review/approval steps) rather than just storing and searching them.

Proposed Solution

Design a workflow engine with configurable states/transitions that can be attached to documents and trigger notifications or downstream actions.

Acceptance Criteria

• Workflow definitions (states, transitions) can be created and attached to documents
• Documents can move through workflow states via the API
• Workflow state changes are auditable
• At least one example workflow (e.g. review/approval) is supported end to end
