This doesn't seem fixable to me, at least not in WWD.

Even if I define my own content type via the preferences, PDE's product content type still takes precedence.

It's set to use high precedence:

I stepped through the spaghetti, of various sorting steps (the first one is lexicographic based on the ID over which the user has no control) and it's clear the user simply has no control over the priority of their registration, can't even use more specific name-based matching.

Also, generally more specific types take precedence over less specify and XML is a sub-type of text so really hard to force it out of that mode.

The Platform is simply not flexible enough to give the user sufficient control over a custom content type that could be computed for the file,. Given the content type is determined to be XML in this case, the error message is valid.

So this looks like a dead end to me such that this issue will never be resovled.
