P2: Create inspector tree with Flutter errors

In the logging page, we need to create an inspector tree for Flutter errors.

We also need to write flutter unit, screenshot, or integration tests to cover this case. #1987. The old test for the html app is commented out in devtools_testing/lib/logging_controller_test.dart with a TODO to rewrite for the flutter app.
