This pull request enables generation of Bigtable APIs by removing skip_generate: true in librarian.yaml. It introduces PEP 0810 explicit lazy imports (__lazy_modules__) for Python 3.15+ compatibility, simplifies setting the protobuf_runtime_version on DEFAULT_CLIENT_INFO by removing the hasattr check, bumps the minimum google-api-core dependency to 2.25.0, and updates unit tests to mock os.path.exists for certificate configuration files.
