[rush] pnpm-config schema is out of date and missing keys

The schema (https://developer.microsoft.com/json-schemas/rush/v5/pnpm-config.schema.json) is missing the following keys (at the very least):

globalAllowBuilds
minimumReleaseAgeExclude
minimumReleaseAgeMinutes
trustPolicy
trustPolicyExclude

There might be more - this is just what I've noticed from trying to upgrade to pnpm 11.
