v13.8.0 unsigned

@BethGriggs v13.8.0 went out unsigned. Probably the same as nodejs/build#2059, whatever that's about. Can you run ./tools/release.sh -s v13.8.0 please?

https://nodejs.org/download/release/v13.8.0/ needs to be updated with the SHASUMS content too.

https://nodejs.org/en/blog/vulnerability/february-2020-security-releases/ should probably be updated too, @sam-github is that on you or should @BethGriggs handle that?

Ah sorry, I've just run ./tools/release.sh -s v13.8.0 and updated the blog post in nodejs/nodejs.org#2936.

I'll take a look at updating the security blog post (I think @sam-github would typically cover that, but due to timezones it probably makes sense for me to try and update it rather than wait)

Aside: The banner on the website (that says the new security releases will be available Feb. 4 rather than that security releases are now available) needs to be updated. @nodejs/website

Created nodejs/nodejs.org#2937 for the banner text, but the actual release page should probably get updated like the December one to include the downloads and details too

All good, thanks @BethGriggs. unofficial-builds is now done (https://unofficial-builds.nodejs.org/download/release/v13.8.0/) and docker-node should be queued up soon I believe.
