Update documentation using `on_each_feature` for GeoJson

We changed the implementation of this, but it could really use some better documentation and possibly an example.

I have assigned you. However, you do not need to be assigned for this, to pick it up. Just a PR is fine. We rarely have conflicts.

There is an underlying bug that this new feature helps solve. #1520. A possible example should reflect how it can solve this issue. If you need any guidance just ping me.

It is okay to add a new file like this. However, it can be useful to add a note to the existing documentation (in the link you provided) that the popup and tooltip do not work in case of multigeometries and point to the advanced guide.

I am not sure how experienced you are. Currently there are several ways to implement tooltips and popups for GeoJson. One way is to use the Geojson Tooltip and Popup class. The other is to use the on_each_feature. It would be nice if we could unify both. However, it is a bit of a tricky one. If you try this, don't be discouraged if it feels hard.
