Documentation for 3.13.7 for gc module links outdated page from devguide

Since the internal documentation was moved to the main repository, the link to Collecting the oldest generation references an outdated page that leads to the last version of garbage_collector.md.

And since incremental GC was landed the section about Collecting the oldest generation has been removed.

I believe we should link to a specific commit, for example, this one https://github.com/python/cpython/blob/ff0ef0a54bef26fc507fbf9b7a6009eb7d3f17f5/InternalDocs/garbage_collector.md#collecting-the-oldest-generation.

@Eclips4 This exists on all bugfix branches (albeit slightly differently, but it still links to the devguide), no? Why only 3.13?

It is not actual for 3.14 since it has incremental GC and this section has been removed.
Versions <= 3.12 are security only, IIUC.

It would be very nice if we can use link like this https://github.com/python/cpython/blob/3.14/InternalDocs/garbage_collector.md where 3.14 replaced with current version for all version >= 3.14. But I don't know can sphinx handle this or no.

I close this now. If we decide to fix for 3.14+ versions we can reopen it.
