Manual backport of #151120 to 3.13 (miss-islington couldn't cherry-pick cleanly).
Encode the payload with
output_charsetinstead ofinput_charsetinset_text_content().The
test_set_text_charset_cp949test from the main-branch fix is omitted because it depends on gh-53144 (charset support improvements), which is not on 3.13.
