I'm unsure how far we want to backport this. It should cleanly apply to 3.15, but older branches lack progressively more of the newer files. I don't think 3.13 has had any updates to these files since 3.13.0.

backport it as far back as plausible/ easy. this is fine to land in 3.15.1. if a need for it arises on older versions someone can dig in and untangle it there.
