chore: add php 8.5 to tests

Description

• add php 8.5 to test workflow
• avoid double run on github action
• add --display-deprecation on phpunit command
• remove lint action on php 8.5
• remove PHP_CS_FIXER_IGNORE_ENV=True for lint
