[TRI-1320] [TRI-1105] Ability to filter runs by status and environment

Problem

The runs list can get very long and there's no way to quickly find a run by status (success/fail/etc) and the environment (dev/staging/prod).

Solution

Add filtering for

• Status
• Environment (include other users' dev environments in the list)

The filtering state should be storing in the URL as search params, so you can share links. This is easy to do in Remix using useLocation().

You should be able to have multiple environments selected and multiple statuses. It should be impossible to have no environment or status selected. The default should be all statuses and all environments.

It should update as you select them, no need for a submit button.
