[TRI-1789] When invoking a Job from outside of a run, the options don't do anything

1. Invoke a job from outside of a run, with two parameters: the payload and the options.
2. In the run that gets triggered, the options don't come through. context, idempotencyKey etc don't work.

It looks like the culprit here is that the second overload of invoke() is being used in this situation but the code doesn't use the second param anywhere outside of a run.
