Allow setting up IntelliJ at the editor setup menu

Description

Oxc has an IntelliJ plugin, but there is no corresponding IDE option for Oxc, so it would be good to have an option to set up IntelliJ at the editor setup option.

If pointed at the right direction, I'd be willing to open a PR at this.

Suggested solution

At the editor setup option, there should be a button that says "JetBrains" (or "IntelliJ"), which would write to .idea/externalDependencies.xml. (Not much) further info: https://www.jetbrains.com/help/idea/managing-plugins.html?utm_source=chatgpt.com#required-plugins
