Back-merge of the v0.2.22 release-please commit (CHANGELOG + manifest + pyproject bump) into dev so main stays an ancestor of dev and the next dev → main release PR opens cleanly.

Merge with a merge commit (never squash) — a squashed back-merge leaves main outside dev's history and re-conflicts every future release PR.
