Describe the bug
npm install webpack-cli fails if you don't have bash in your PATH.
v3.2.1 worked but v3.2.2 fails.
To Reproduce
mkdir webpack-demo && cd webpack-demo
npm init -y
npm install webpack webpack-cli --save-dev
> webpack-cli@3.2.2 postinstall C:\webpack-demo\node_modules\webpack-cli
> webpack-cli-donate
