Summary

Docs-only. Adds a "Parked toolchain follow-ups" ledger under the Re-pin chore in docs/effect-conventions.md (the doc AGENTS.md names for the Effect RC re-pin / subtree chore) so three deliberately held-back pins are recorded with the registry state observed today and the trigger that turns each into a chore:

  • @rslib/core stays 0.23.2 (four devDependency pins) until rslib 1.0 leaves rc.
  • effect-rstest stays on the pkg.pr.new preview e5f8d5f until a real npm release exists.
  • effect 4.0.0-rc.112 lockstep re-pin (effect, @effect/atom-react, @effect/language-service, @effect/tsgo + repos/effect subtree + Workbench atom phase 4 unblock) fires when effect@rc advances.

Evidence

Observed 2026-09-03 via npm view … dist-tags / versions:

  • @rslib/core: latest 0.23.2, rc 1.0.0-rc.2, beta 1.0.0-beta.3 → not yet GA, pin holds.
  • effect-rstest: E404 — not published on npm → nothing to pin yet.
  • effect: rc 4.0.0-rc.112 (unchanged), beta 4.0.0-beta.107, latest 3.22.1; @effect/atom-react rc 4.0.0-rc.112; @effect/language-service latest 0.87.2; @effect/tsgo latest 0.39.1 (patch ahead of the 0.39.0 pin — noted in the row, rides the lockstep chore).

No trigger has fired, so no upgrade is performed here.

Test plan

  • Markdown table renders (3 rows, 4 columns)
  • No code, lockfile, or package.json changes

Add a dated ledger next to the Effect RC re-pin chore so the held-back pins
are not lost: @rslib/core 0.23.2 until rslib 1.0 leaves rc (observed rc
1.0.0-rc.2), effect-rstest on the pkg.pr.new e5f8d5f preview until a real npm
release exists (observed E404 — unpublished), and the effect 4.0.0-rc.112
lockstep re-pin (observed rc unchanged; @effect/tsgo latest 0.39.1 vs 0.39.0).

P2 Badge Separate independent pin triggers from the Effect chore

If Rslib reaches 1.x or effect-rstest is published before the Effect RC advances, requiring these pins to “ride the same named chore” conflicts with the later instruction to upgrade each in its own chore PR. The cited repository rule couples only the repos/effect subtree update to the Effect RC re-pin, not unrelated toolchain upgrades; as written, maintainers must either delay a triggered upgrade or bundle unrelated changes. Restrict the same-chore requirement to the vendored subtree and leave each row's trigger independent.

Fixed on main in #408 (a00273b): the section now says only the repos/effect subtree update is coupled to the Effect RC re-pin (per AGENTS.md); every other row has an independent trigger, is re-verified during a re-pin, and must be upgraded in its own chore PR as soon as its trigger fires rather than delayed or bundled.

- EpochAdoptionPolicy acquires the epoch lease before publishing a passed
  dev.contract.status and announces adoption synchronously with it, so a
  status reader never sees "passed" for an epoch that is not yet adopted

After the settle deadline, a matching .stage-<pid>-* link whose publisher pid
no longer exists is an abandoned publication of an already fsynced sidecar:
withdraw the orphan and adopt the sidecar instead of rejecting the epoch
forever. A live publisher's staging link is still never yanked. Adds the
@internal catalogStagingSettleDeadlineMs seam for deterministic tests.

* fix(playground): fsync the catalog directory after withdrawing an abandoned staging link

* fix(dev): forward request _meta (progress token) through McpSession and the dev matrix client

Lifecycle fixtures pass their generated progressToken as params._meta; the
session adapter and McpSession.callTool dropped it, so generated routes never
enabled sendProgress and every progress-gated lifecycle fixture failed the dev
matrix. McpSessionToolCallOptions and McpClient.callTool now carry _meta.

* fix(dev,playground): restart the adoption drain after a handoff race; keep the staging link when a sidecar rollback fails

- EpochAdoptionPolicy reschedules its drain from the completion handler when a
  candidate arrived between the loop's last empty check and #processing being
  cleared, and settled() waits through restarts
- #persistSnapshot releases the staging link after a failed publication only
  once the owned sidecar is confirmed withdrawn, so a rollback failure never
  leaves a singly linked sidecar for readers to adopt

* ci: retrigger checks for the rebased head

* chore: drop the portable byte-lane changes superseded by #406; keep the _meta assertions
