Copy shopify-dev-tools into CLI monorepo

WHY are these changes introduced?

@shopify/shopify-dev-tools needs to live alongside Shopify CLI before follow-up changes can integrate it with this workspace, publish it privately, and bundle it for CLI consumers.

This is deliberately the copy-only base of that stack so reviewers can compare the package with its source in Shopify/ai-toolkit-source without unrelated monorepo changes.

WHAT is this pull request doing?

• Copies packages/shopify-dev-tools from Shopify/ai-toolkit-source unchanged.
• Preserves the package name, version (1.12.1), exports, assets, tests, and private: true setting.
• Makes no root workspace, lockfile, Nx, CI, publishing, or CLI-specific changes.

The existing package and publisher in Shopify/ai-toolkit-source remain operational during the migration.

How to test your changes?

The PR diff contains 8,240 files under packages/shopify-dev-tools and no files outside that directory. The copied tree was compared with the source repository at the migration commit.
