fix(marketing): restore continuous endorsement scrolling

The marketing homepage lost its continuous endorsement rows in #9697. The later eight-second paging did not restore that behavior.

Restore the original looping rows, alternating directions, speeds, and hover/focus pause on desktop and mobile. Remove the replacement paging code. Keep manual scrolling for reduced motion. Tweet content and links stay unchanged.

Validation: marketing build and Astro check pass. Focused homepage motion tests pass. The Tailscale dev URL returns HTTP 200 with the restored rows. Browser motion has not been verified.
