fix(marketing): bring back the endorsement marquee

The homepage endorsement rows used to scroll continuously. #9697 replaced them with a static scroll grid, and #9799 added an eight second paging timer on top. Neither was needed for the perf goal, since the marquee is one GPU-composited transform, and the auto scroll was gone.

This brings back the two counter-scrolling rows on desktop and three on mobile, with the same speeds, edge fades, and hover/focus pause as before. The paging timer and its scroll handlers are removed. The marquee only animates while a row is on screen and the tab is visible, and it stops under reduced motion.

Checked: focused homeMotion tests, astro check, and lint pass. Verified live over a Tailscale dev server.
