What changed

Adding an existing project folder now opens a draft when its latest thread is settled. Active threads still reopen as before, and the old thread remains settled.

Why

The add-project handler reopened the latest thread without checking settlement. With an empty, settled thread, this showed “New thread” and “This thread is settled” together. The fix routes that case through the existing draft-creation path.

• Web typecheck and targeted formatting passed. Targeted lint passed with three existing set-state-in-effect warnings on unchanged lines.
• Web and desktop share this handler. Mobile already opens a draft when adding an existing folder. No server, contract, provider, or documentation changes are needed.

I confirmed that AGENTS.md prohibits tests that only assert callback wiring. The proposed handleNewThread and navigate mock assertions would be such tests.

I also confirmed that the patch changes only the settled-thread branch in handleAddProjectForEnvironment. The browser scenarios test the observable behavior for the affected states.

AGENTS.md also says that most code changes do not need documentation and prohibits documentation that narrates code flow. A docstring for the existing OpenCommandPaletteDialog component is not required for this condition change.

I withdraw both findings.
