fix(web): align notification icons with titles

notification icons currently indent both the title and description. keep the icon beside the title and let the description span the content width in shared web and desktop toasts, including anchored notifications.

verified the real sidebar copy thread id flow and dismissal at 1280px and 390px widths in dark and light themes, plus the provider update notification layout. blacksmith passed the web typecheck, focused lint, and 18 existing toast tests. native shells were not exercised; their shared web component is covered here.
